In one of the worse data breaches ever with over 115 million customers' credit and debit card information stolen during the holiday season, Target's CIO Beth Jacob has resigned. Too often businesses ignore signs of possible data breaches ("It becomes like car alarms going off in the parking lot - no one takes them seriously..." Avivah Litan). Whether she was the fall guy or resigned on her own will, if anyone every questions if CIOs don't have a say or effect business operations - they're wrong. Beth Jacob didn't manage her "technical debt" into core and business-driven investments so its employer could choose IT investments based on priorities. Technical debt investments are part of the core investment bucket of any business. How much? To the tune of Target having a 46% profit drop in the fourth quarter year-over-year due to drop in....wait for it... sales!
